    Mr President

    I give notice that on the next day of sitting, I shall move—That the following matters be referred to the Rural and Regional Affairs and Transport References Committee for inquiry and report by the 9/6/2012.

    1. the effect of the implementation of the Marine protected areas and marine bio-regional plans policy on recreational and commercial fishing trawling, and associated industries, including:


    1. the scientific basis on which the marine bio-regions have been developed, including the location of closures, and the development of a management policy for these parks;
    2. the policy underpinning the restrictions on fishing trawlers in the green, multiple-use, general purpose and special purpose zones, and the subsequent impact on fishing licenses;
    3. the cost of buying out existing fishing licenses, as a result of the Marine Bio-regional Park policy, and the development of a compensation framework for fishermen, allied seafood businesses (such as processors, wholesalers and retailers) and tourism operators who have been adversely affected by the Marine Bio-regional Parks policy; and


    1. any other related matter.

    Marine Bioregional Plans require urgent Senate Committee review
    Today I referred to the Rural and Regional Affairs Committee the proposed
    Marine Bioregional Plans that will encompass Australia.

    Environmental Minister Tony Burke has already issued interim maps of the
    marine parks. He is able to do so at the stroke of a pen, without any
    Parliamentary scrutiny or legislation.

    The maps detail marine parks in the five bioregions: the South-West, North-
    West, North, the Coral Sea and the Temperate East.

    The total Marine Reserve network for all the zones is 1,408,1434 square
    kilometres. This makes Australia’s current marine park protected areas
    approximately 24% of the world’s total marine protected estate. These zones
    are made up of green no-take zones, multiple use and general purpose zones,
    and special purpose zones with restricted fishing and no-trawling. The no-take
    green zones will affect recreational fishing.

    The major damage will be to the commercial fishing fleet, the fish processors
    and onshore businesses, many in regional areas around Australia. Trawling will
    be banned completely from all marine zones. There will be approximately 250
    fishing boats and trawlers that will be partly displaced or totally displaced from
    their fishing grounds. There will have to be a buy-out of licences and boats to
    reduce fishing effort so the remaining fishing ground won’t be overfished or
    overused.

    These closures are some of the largest in the world. The repercussions need to
    be scrutinised by a Senate Committee. The recreational and professional
    fishermen also should have the opportunity to give evidence to the Committee
    on what effect these closures are going to have on amateur and professional
    fishers, and put their concerns on the record.

    The professionals must also be given the opportunity to tell the Government
    what the closures will cost them, and what other effects this will have on their
    industry. The Government needs to say what compensation will be offered.
    Have they estimated the cost of buyouts of boats and licences? Who will
    monitor and police the huge areas that legal fishing will be banned in and will
    be left with no fishing boats to monitor illegal fishing? What compensation
    will be paid to fish processors? These are among many questions that must be
    answered.

    Tony Burke has put up these large marine parks around Australia in response
    to a coalition of green groups, led by the American PEW Foundation, who
    have lobbied the Government for these closures to protect fish stocks.

    The Australian fishing industry is one of the most well-managed and wellregulated
    in the world, and all Australian fish stocks are healthy. By closing
    vast areas to professional fishing, we are now importing 70% of our fish.
    These import figures will increase as these closures take effect. Australia is
    now importing fish from countries that do not have our sustainable fishing
    practices or strong environmental standards.

    There are so many questions that need to be asked and answered. A Senate
    Committee where the industry can get information is urgently required,
    particularly when there is no Parliamentary scrutiny, debate or Committee
    stage where governments can be questioned before the parks are declared.

    Ok thanks for the heads up, I will also Phill.

    But

    I think its a bit hypocritical of the Boswell considering the way the Campbell's Qld LNP have deserted anglers and backflipped on the issues of science, size and access to the Moreton Bay and Hervey Bay green Zones.

    Yes well, Ron is a Senator and as we know,. things can happen when " papers " go to the Senate. It's federal and that counts in the big picture. I hope.

    Let's not forget that Ron and a couple of others turned that stupid rule about " criminal records " for fishing in Green Zones .. on it's head and got it kazunked !

    The federal Bio-Regional stuff really needs to be taken care of initially and once Noddy and Mark are in power , we can work them over for some results.

    Well Ron Boswell and his Coalition team did create that stupid law in the first place, then watched anglers get busted for over 12 months while they had full control of both Houses of Parliament, but that's history now.

    Noddy has promised the green zone will not be touched and anglers won't be fishing in them on his watch. There's your BCF kind of guy and that's why this effort aimed at Federal Labor is hypocritical (despite being worthy).

    Yeh much respect for Ron, he's going to take an awful lot of grass roots support over to Katter's mob.

    Ron never put the Motion up.

    He was advised it would not get thevotes to pass, so he is going to leave it for a while.

    In the mean time, you'll find an e-petition start and that will need to be signed by large numbers of rec fishos and more to get the attention of Tony Burke.

    I'll keep you in the loop about that.
