    It appears that the time line for the tenders for the review has been extended by 10 days until the 17th. Still practically impossible for genuine recognised experts to do all the due diligence to put a realistic tender together in that time, and still no estimate of budgets, but that is how the government likes it.

    We are left with the real and present danger of the following scenario that happens over and over again.

    Once upon a time....

    A local career academic looking for a well paid job for 9-12 months and wanting to add more academic papers to the long list, who has a long history with one sector or the other (more likely the commercial sector) and with ties to Qld fisheries as well, along with some ex fisheries/government boffin who knows all about fisheries legislation and is also out of work or needs more pocket money, saw (or more likely was prompted by some mates in the bureaucracy) a government tender for the review of fisheries in Qld and saw a great opportunity and decided to put a proposal together. To add extra credibility, they approached a national or multinational consulting company to add their big name. This consultancy firm, an engineering firm, like to pretend they know it all but have little real knowledge of fisheries management but their name is big enough for nobody to be game to challenge their credentials.

    The consultancy firm asked the academic and the boffin how much they wanted, and then doubled that and submitted the tender. Whilst the 2 that were doing the review could not possibly be seen to be independent under the TOR and selection criteria, the bureaucrats on the selection panel advised the minister that because the big consultancy firm was the project manager the rest was irrelevant, and in good old ''Yes Minister'' fashion the minister signed off on the contract.

    The result? A cheap review that regurgitated what was in place already and told us all what we already knew and did not rock the boat while allowing the government to pat itself on the back and make no real change.

    YAWN..... and then I woke up from my nightmare.....

    80 Billion in debt, yeah nah, don't expect to see any money spent on anything for a while. Committees, Consultants, Santa Claus, it won't matter unless you know what the bullseye target dollar value is that's already been set way before any of this started by the Government. Least voter damage exercise is all this will be.

    Agree DB.

    But there is still a large pool of money in that net buy-back scheme (millions) that has not been spent yet. The money already given away with minimal reduction in real effort and no guarantee that those bought out cannot re-enter the fishery clearly says: -

    DO NOT WASTE ANY MORE MONEY ON THAT RETIREMENT FUND FOR A SELECT FEW AND SPEND IT, OR AT LEAST A SIGNIFICANT PORTION OF WHAT IS LEFT, REFORMING FISHERIES MANAGEMENT!

    = Funding problem solved from same departmental budget.

    It seems this tender is in line with the current Qld Govt need to fast track everything especially where opposition might (will) occur, refer to the Budgets Estimates Review, cut down from 7 days to 2 days, no one could even get through the documentation in that time let alone respond to it.

    Not part of this discussion but the Fed Govt also wants to cut pensions, increase working life but I don't see them cutting their own indexed pensions for life which occurs if they have served either 3 terms or a minimum of 9 years, what a joke.

    First the good news.

    It appears someone, hopefully the minister, has been listening/reading. The time for the tender has been extended by 10 days. Is that long enough for a proper quality tender? Probably not = rush job = lots of variations to contract later on but at least it is a start.

    Now the bad news. Apparently the minister does not like constructive criticism. A well respected fisheries specialist dared to criticize the time frames and funding issues and the Minister sent out emails and got on radio trying to denigrate him. Sound familiar? Shoot the messenger?

    Also there is still no budget announced for the review - a sure sign that they don't intend to spend much and will settle for the cheapest tender that will give them the report they want?

    Hi guys
    My understanding is that the regulations will be reviewed first and then they will be looking at the individual fisheries. They will need to do the regs first as this will potentially give them more scope in how they can deal with future issues.

    i dare say that a number of fisheries will miss out completely in the future review though, it will however be interesting to see how the net review goes.

    As posted on another thread, I congratulated the minister on his appointment of Prof Glenn Hurry as the head of the fisheries review. I stand by those congratulations as Mr Hurry has an outstanding international reputation.

    HOWEVER I must also AGAIN cancel the congratulations and be critical of the Minister's appointments to the advisory committee that is supposed to oversee this review.

    8 commercial fishing representatives? And 3 recreational reps? What a farce! No charter representation? No guides representation? No tackle industry representation?

    BUT wait! There are at least 3 net fishers on there plus at least 2 with trawl interests. How many of the commercial fishing members actually have multiple endorsements? Could it be possible that there could be 4, 5, 6 that have an interest in the net fishery, the biggest area of conflict and overfishing that exists in Qld?

    It is a farce Minister McVeigh to have such a biased and ill-balance committee overseeing such important work. It makes a mockery of this review.

    I've always thought that Recreational Angling should not be administered by the Department of Agriculture, Fisheries and Forestry. Shouldn't a recreational activity be administered by a Sports and Recreation Department? What would someone looking after Primary Producers know about the value of tourism and recreation? It's almost a conflict of interest. It's a failure of our system, not of the Minister, as he really shouldn't be responsible for both Professional and Recreational fishing. There should be two Ministers communicating with each other for this review.

    On a side note, Matt Barwick has done some excellent work with the value of recreational angling.

    Unfortunatley we have no recourse... there was public information about the committee and offers to become members of it were open to all.

    I would suggest not many put their hand up due to the " terms of reference ".

    Hi Phill
    I am aware of at least 3 other competent people from the rec side that put in applications. It was not from a lack of choice on the minister's part.

    Quite simply, the LNP is treating rec fishing with the same disdain that Labor did.
