Rex's bucket threat?

I went to Kmart to get a replacment berley bucket as my last one went over the side.

Rex Hunt model with inner basket: shiny stripes and a fish attracting rattle. Or so it said.

Nice one, on special at $5.99, that'll do me I think to myself. On heading to the checkout the young bloke at the till tells me it's been recalled and he can't sell it to me - couldn't say why

Now can someone please expain what danger I could have been exposing the population to by mixing some prawn heads/tuna oil etc and putting them in a piece of plastic?
