Most cameras with a flash will work at night, but an SLR with a separate shoe mounted flash will out perform a regular camera with an inbuilt flash.
Of course, this sort of setup will cost you a pretty penny, but the results are well worth it.
If you're going to buy this sort of setup, most of the external flash units will have a 'guide number'. This is a rough guide to how powerful the flash is (a more powerful flash (with a higher guide number) will take a good picture further from the camera at night).

Good advice from Slates there.
Try to get Nikon or Canon. They have the best lenses going.
