There is no key cast into the drive shaft, it's either been patched up somehow, or the key is just rusted in.

Yes, you should replace the key, they get stuck all the time, sometimes a tap on the end using a screwdriver and a hammer digs them out.
You wont be able to reuse that base plate u will need a new one best to buy a complete water pump kit
