Water test is time and money especially if the shop is not on the water they could lose 1/4 th a day in just taking one customer out for a test run

I donno our laws but i would imagine that dealer is liable for parts and repairs within a certain time frame after the purchase

At the risk of sounding like a broken record I'd suggest a compression test before doing anything.
The library has a "manual" (see link) but it's hard to beat a genuine hard copy in your hand.
