removal of small dried paint lumps on outboard Skeg.

Hi All,
I thought I'd like to try and touch up the paint on the Skeg of my Yamaha using the genuine paint and I thought I was doing ok until it dried and it left a few runs and little dribble lumps and I was wondering if anyone had any suggestions as to how I may be able to clean this up.

Unless you have done some pretty serious paint prep just go for a run and it will fall off........mine always does
