1. VHF is line of sight hence antenna height has most to do with range so work on 10nm ship to ship based on average antenna heights above the water, 25nm plus+ for direct ship to shore depending on shore station antenna height, the higher the antenna generally the better the range and improved with power output up to a certain point. 50nm direct ship to shore is not uncommon.

I think he just means he has a mainstream manufacturers unit (and presumably ariel setup) so he's expecting to be getting a normal sort of VHF range.
Ie in the middle of the curve....

Don't count on more than 20NM and you will have coverage. At times it can be way more than double that but it seems to vary a fair bit for a variety of reasons
