If it's not yours don't touch it!!!!!! If you don't have the key for the lock, then your not meant to be in there!!!!!!!!! Is there something I am missing or has our culture skipped a cog, seems like it's fair game to knock something off even if it's bolted down.
But unfortunately with our court system, the worst that would happen to the thieves would be a smack on the back of the hand and told they have been naughty................
