Yamaha Starting Problem

Have 25 hp Yamaha and when t try starting i can only get half throttle.
After pulling a dozen times you end up getting full throttle and it starts straight away.

It has a throttle interlock in it so people cannot start it with full throttle.
It should only get full throttle when in gear.
It might need a tune up if it doesn't start with hardly any throttle.
