did you look on the coast guard fence?

we normally hang them up on the fence near the gate when we find them on the ramp

I also carry a spare winch handle in the car, at least then if dropped on the ramp when you put the boat in, you can still get the boat back on without any drama when you get back

does your winch handle have a socket welded onto the drive end of it?

I always carry a spare one just in case and also carry a shifter spanner.
