ultra light bream plastics

my mate and l have been fishing ultra light plastics now for about a year we are having fairly good results .but like all of us we would like to improove our techniques .my current problem lies with the ultra small plastic lures and getting them to swim or should l say wriggle . lam finding they will have a good action when the retrieve rate is medium to quick .but when in free fall or slow retreive the tails dont have any or at best little wriggle . we have tried most brands of plastic so l am wondering what we are doing wrong
