"Removing a pectoral fin before bringing the fish ashore indicates that the fish has been taken recreationally and therefore shouldn’t appear for sale in the marketplace,” he said.

Mr Elmer said removing a pectoral fin from whole fish was aimed at preventing black market trading of reef fish.

“Removing a pectoral fin before bringing the fish ashore indicates that the fish has been taken recreationally and therefore shouldn’t appear for sale in the marketplace,” he said

Makes quite a difference if you include the preceding paragraph in the quote - especially when the phrase "removing a pectoral fin from whole fish" is noted (underlining is mine).

Of course if a dodgy recreational angler, or a dodgy marketplace operator, decide to fillet a fish that has had a pectoral fin removed and then sell that fillet, well that is a different issue and one that would be difficult to detect.

But in respect of whole fish, there should not be any commercially marketed with a pectoral fin missing.
