The Department of Primary Industries and Fisheries (DPI&F) is conducting port visits during May to discuss proposed new documentation and reporting requirements for commercial fishers and buyers of coral reef fin fish and Spanish mackerel.

The information sessions will outline proposed changes to new catch reporting obligations for commercial fishers who take coral reef fin fish and Spanish mackerel, and new documentation requirements for commercial fishers and licensed buyers.

Under the changes, fishers will have to keep records and give notices about their fishing activities and how they are disposing of fish.

Buyers will have to keep information about all fish they buy and sell (other than retail sales).

The information sessions will also include demonstrations of the proposed new quota reporting tool, the Automated Integrated Voice Response (AIVR) system or Quota Reporter.

Similar to phone banking systems, the AIVR technology provides user-friendly, secure and timely access to quota data for both fishers and inspectors and as a quota reporting tool for fishers.

Queensland Fisheries Service (QFS) Quota Monitoring manager Marguerite Clarke said it was vitally important that skippers of commercial vessels attended to find out more about the changes to documentation and reporting processes.

“Those most affected by the changes will be the skippers on RQ and SM vessels – they will be the ones working the fishery and using the new Quota Reporter technology and filling out the documentation,” she said.

“The information sessions will be an opportunity to hear about the proposed changes, see a demonstration of the Quota Reporter and discuss the proposed changes with QFS staff.”

Commercial fishers and licensed buyers are invited to attend the port visits at any time between 9.30am and 1pm at the following venues:

Many of the proposed changes to giving notices and keeping records about coral reef fin fish and Spanish mackerel are part of the QFS Combined Fisheries Regulatory Impact Statement (RIS) and Draft Public Benefit Test currently released for public comment and closing at 5pmon Monday May 31.

The proposed changes follow on from the development of a system of catch-based quotas for coral trout, red throat emperor, and other reef fish species as well as Spanish mackerel, introduced by the State Government in September 2003 and due to come into effect on July 1, 2004.
