The Queensland and Commonwealth Governments have worked together over the past 30 years to protect the Great Barrier Reef. That partnership provided for a joint management system which ensured reef-wide conservation and provided for activities such as fishing, scientific research and tourism.
Recently, the Commonwealth Government changed the rules through its Representative Areas Program or RAP. The result is a new zoning for the Great Barrier Reef Marine Park. The new rules don't cover State waters.
That means we now have two sets of rules for reef users.
This has the potential to create problems and confusion for everyone.
So, in order to give people a clear set of rules about where they can fish, collect research samples and conduct tourism activities, the Queensland Government proposes to introduce zoning to respond to the new Commonwealth Zoning Plans.
The proposed Queensland Government response is detailed in the Regulatory Impact Statement and outlined in a brochure. This proposal is available for public comment until 27 August 2004.
