Anyone know where the cheapest ones are? Even where they make them would be good. Also a couple of sizes up from a standard ball.

Try using 2 litre laundry softener bottles. you can roll the rope around the bottle, push a loop thru the handle and over the top of the bottle and it all stays together nice and neat. great when you have a few pots in the boats. and also the green bottles make it harder for the thieves to spot on the water

to be legal they must be light coloured and 15cm in any dimension...

It is the any dimension that people seem to misunderstand. All those 4 and 5 litre oil containers you see used for floats are usually about 13cm thick so illegal. Same story with the milk bottles.
Chris, I have a few sheets of foam that I cut up, glue together, and then burn a hole in the middle. Ends up about 160x160x200 Works pretty well. Let me know if you want me to make up a few. Though I probably only have enough for about 6 floats.
