3.8 without enough power

hey guys! i inherited a 15 hp 2 stroke late model mariner on an old fibreglass boat and trailer. gave the boat and trailer away and bought a new stacer 3.8 to bolt the motor to.unfortunately i seem to have gone too big on the boat it struggles to get on the plane with 2 large guys on board(200kg)+gear can i tinker with the prop to get a bit more out of it, 7pitch on it now(its a good motor running well)

i would say very under rated
i have a 385 trophy with a merc 25 on the back and thats JUST enought i would really love to stick a 30 on it ;D

i have 9.9 mariner souped up to 15 on 3.5m burmuda v nose and i can plane with 2 adults and 1 kid . dont know weight of people. just have standard prop.
put hydrofoil on , should fix problem. mybe adjust trim possition.
my mariner has 3 running possitions i use number 2
