What tools should you carry on your boat when out fishing?

What we used to do with the Ski Boats was to buy one of them cheap took kits with the plastic moulded case from Big W or the likes and shove it under the back seat or under the nose. These kits will be enough to undo anything that is on an outboard, and get you out of trouble, and be cheap enough so that when it rusts out or ends up over the side that you just buy another one. Another bonus is they are pretty well compact for how much is in them. On top of that I would look at adding a test light and some fuses, maybe some light bulbs.
One thing I did with our car for when we do our outback touring, was go around the car and work out what would be a show stopper if it broke, and carried a spare. If it was showing signs of wear, I replaced it and kept the old one as a spare. Keep the decisions within reality and you should cover most scenarios that can happen.

i have a #2 phillips and straight screwdriver, spanners to suit
my bimini fold down bolts (14mm) and a spark plug spanner.
adjustable wrench and pliers, not forgetting the emergency motor
start pull rope.
i wish all the above were stainless, but mainly sidchrome and apex
brand which is a constant battle against corrosion.
besides the 'tool kit' i take a bottle of hydraulic steering fluid and a
spare 5 ltr tcw3 oil bottle.
like hardcorr, spare festoon bulbs for the nav lights and a
couple of fuses. #

i think it depends on how much you know about outboards
there is no sense in taking out the full snap-on tool kit if you don't know what to do with it.
i only take out the bare essentials.
a couple of screwdrivers
a shifter
a couple of plugs
a few electrical bits(with a few meters of cable)

and the mumber one thing that can fix anything
