MARINE INFORMATION BULLETIN
LIFEJACKETS AND PERSONAL FLOTATION DEVICES COMPLYING WITH
INTERNATIONAL STANDARDS
This Marine Information Bulletin replaces MIB MAR1186sh7 of 28 August 2006
Background
The Transport Operations (Marine Safety) Regulation 2004 (TOMSR) requires that personal
flotation devices (PFD) comply with Australian Standards that specify markings particular to
those standards. This has led to a situation where PFDs complying with international
standards and of similar classification to Australian standards have not been acceptable for
use in Queensland.
To fix this problem, on 3 November 2006 an exemption from the regulation was gazetted to
allow the use of PFDs complying with certain international standards that have been
assessed as near equivalent, or better than the Australian standards.
Acceptable standards
The following list shows both the previously accepted Australian standards as well as those
that are now deemed acceptable under the exemption that has been gazetted.
Coastal Lifejackets
Where a ship is required to carry a coastal lifejacket, under TOMSR the coastal lifejacket
must comply with:
„Fƒnthe Uniform Shipping Laws Code, Section 10, Appendix R;
„FƒnAustralian Maritime Safety Authority Marine Orders Part 25, giving effect to Chapter III of
SOLAS, including the LSA Code;
„FƒnISO 12402-1 ¡V Lifejacket for seagoing ships;
„FƒnEN 399 275 N ¡V Lifejacket;
„FƒnEN 396 150 N ¡V Lifejacket; or
„FƒnThe National Standard for Commercial Vessels, Part C, Subsection 7A Safety
Equipment, Annex G Requirements for coastal lifejackets .
PFD Type 1
Where a ship is required to carry a personal flotation device type 1, under TOMSR the PFD
must comply with:
„FƒnAustralian Standard AS 1512¡X1996¡XPersonal Flotation Devices¡XType 1;
„FƒnAustralian Maritime Safety Authority Marine Orders Part 25, giving effect to Chapter III of
SOLAS, including the LSA Code;
„FƒnISO 12402-1 ¡V Lifejacket for seagoing ships;
„FƒnUniform Shipping Laws Code, Section 10, Appendix R;

„FƒnEuropean Standard EN399¡V1993 Lifejackets¡V275N;
„FƒnEuropean Standard EN396¡V1993 Lifejackets¡V150N; or
„FƒnNew Zealand Standards NZ5823:2005 Type 401.
PFD Type 2
Where a ship is required to carry a personal flotation device type 2, under TOMSR the PFD
must comply with Australian Standard AS 1499¡V1996¡XPersonal Flotation Devices Type 2.
PFD Type 3
Where a ship is required to carry a personal flotation device type 3, under TOMSR the PFD
must comply with Australian Standard AS 2260¡V1996¡XPersonal Flotation Devices Type 3.
Inflatable personal flotation devices and lifejackets that rely solely on oral inflation for
buoyancy are not acceptable.
Expiry date and servicing
The regulation specifies that inflatable PFDs must show a legible expiry date and must be
serviced by the manufacturer or the manufacturer's authorised service agent. If not they
must be replaced before the expiry date.
Also deemed acceptable under the exemption are inflatable PFDs that do not have an expiry
date provided that:
„Fƒnthe inflatable PFD is one for which the manufacturer has established a documented
servicing program; and
„Fƒnthe owner or master of the ship adheres to the manufacturer's servicing program; and
„Fƒnthe owner or master of the ship can produce documentary evidence of adherence to the
manufacturer's servicing program.
