can someone tell me what and how will help if i install one to my 70hp on a 16 foot boat

are you wanting to install hydraulic steering?

wouldn't have thought a 16' + 70hp needed hydraulic steering.

what's the problem with the current set up? there may be other solutions to look at first.
if you don't really need hydraulics, it's just more gear that needs maintenance and servicing and $$$.

well hoodie, i would have a look at the SE sport 300, a mate of mine has a 16 foot, tinny and he only just put one on his 40hp merc and the difference it made was amazing, accelerates, planes and handles alot better. Well worth it, if i remember correctly he said that they cost about $90-100.
