Well folks, this is the big one for the decade. #If recreational fishers dont get some input into this then you can kiss recreational fishing away for good because there will be nowhere left to go.

This is the review of the Marine Parks Regulations. #This is the one that gives Minister Boyle the clout to do as she wishes.

Submissions to this one need to be strong or else.

KC and The Fishing Party and every other organisation both big and small - you need to get going on this now.

Review of regulations under the Marine Parks Act 2004

The Marine Parks Regulation 1990 will expire on 1 September 2006 and is proposed to be remade as the Marine Parks Regulation 2006 (MP Regulation). The MP Regulation will need to be redrafted to conform to contemporary legislative practices and standards.

The MP Regulation is the primary legislative instrument to support attainment of the object of the Marine Parks Act 2004 – the conservation of the marine environment.

A major review of the Marine Parks Act 1982 was completed on 12 October 2004 when the new Marine Parks Act 2004 (‘the new Act’) received Royal Assent. The MP Regulation will bring the regulations into line with the provisions of the new Act.

The MP Regulation is intended to replace the current Regulation before it expires. Many aspects of the current Regulation have been incorporated into the new Act. In addition, some provisions in the current Regulation were reviewed and remade during the preparation of a zoning plan for the Great Barrier Reef Coast Marine Park in November 2004.

The MP Regulation is to be remade with a number of changes in effect and operation. These include:

- the application of the ‘Tourism in Protected Areas’ initiative (TIPA) to marine parks. The MP Regulation will enable the Chief Executive to designate ‘particular visitor sites’ as areas where commercial activity agreements will apply. These concepts are currently in place under the Nature Conservation Regulation 1994 and their extension to marine parks will allow for a single agreement to be negotiated for national park islands and the adjoining marine park beaches;
- marine park permit assessment fees. That is, bringing fees into line with current Great Barrier Reef Marine Park Authority charges for joint State/ Commonwealth marine park permits in the Great Barrier Reef, and reviewing assessment fees for tourism operators where these joint permitting arrangements do not apply;
- investigating merit review processes for development related decisions and non-development related decisions in State marine parks;
- providing for integrated management of protected areas and marine parks by standardising zone names and objectives; and
- creating powers to accredit management plans and other instruments made under legislation other than the Marine Parks Act 2004, and to remove marine park permit requirements in such instances.

Here is an interesting twist to one of the proposals.

Will this mean that when Fraser Island is gazetted part of the Great Sandy Marine Park they could stop anyone going to Fraser Island other than competitors, when the Toyota Classic is on?

necessitate exclusive use of an area either
temporarily or permanently:
• photography, filming, education or
research activities or public events which
require controlled settings in order to
deliver a quality product or service;
• fishing competitions, regattas, triathlons
and swimming competitions which may
endanger persons or be frustrated by other
activities conducted in the same area;
• swimming or diving areas where the use
of vessels, vehicles or aircraft would be
dangerous; and
• intensive aquaculture operations (i.e.
operations that involve structures or the
addition of feed), or extensive aquaculture
operations (i.e. operations that do not
involve the addition of feed such as
scallops, pearl oysters and clams) during
harvesting periods or other critical
periods of operation.

This is another monster & just so important.

I have already been in contact with Nick Heath, senior policy advisor to Minister Boyle, copy below of this "thread".

Just 2 months to get it together & you can bet every green lobby group in the country will already be working on this.

Just so overwhelming.

Don't want to be alarmist but regarding the Ministers press release today, what exactly is a "tourism protection zone" and will it impact on other users....to whit, fishing??

Only saw it used for the first time today....it does not appear on that link.

Following is Ministers press release with term highlighted.

Reading between the lines it appears that, working with a particular tourism operator, the department could set operating rules (such as "exclusion zones" on a designated "Tourism protection area", regardless of the actual zoning plan......much as they already do in the GBR where regional "management plans" over ride the actual marine park zoning rules.

Your thoughts?

In the wake of the "extensive" public consultation process undertaken in relation to the GBRMPA RAP and the success achieved by the general community (i.e. recreational fishers) that any comment on future issues is going to be considered in any more favourable light.

The basic rule appears to be:
1. ignore the actual data
2. ignore commercial fishers
3. ignore recreational fishers
4. make changes that cripple small, local, owner operated business that employ resident locals.
5.make changes that support large multi national enterprises with profits going overseas who employ a few foreign backpackers on a seasonal basis.

It's getting harder to swallow as an Australian that our elected representatives are constantly selling us out at all 3 levels of government.

This is where the Fishing Party Queensland comes in. If more people started surporting them insteed of sitting on their backsides with the she be right mate attatude we may have some hope to stop this madness. Untill the goverment FEARS us the rec fisher more than the tree hugger it will continue.

wouldn,t it be a ba...rd if we couldn,t go to frazer island any more ?. and couldn,t bury all our empty beer bottles,shit in the ground, bury our rubbish, and take home a freezer load of tailor. drive around pissed up and down the dunes. chopping down trees to make a fire. then driving to the freshwater to have a nice soapy bath.hell the fish might even come back.makes you wonder.bob

Politely go to these people and tell them their errors that it costs less to take their rubbish with them failing that
quietly dig a big hole and bury them up to their necks im sure the dingoes need a feed. IT would be a disaster to loose frazer #>:( or any more of moreton bay .
