If the sliding steering rod in the middle of your outboard tilt axle is jammed (like my 70 Evinrude is at the moment) this video is a 'must watch' item.

Now sorted. What a hassle!
Only drill long enough (had to be 16mm dia) to go through, was a masondry drill - trip to Bunnings. had to find a way of grinding the tungsten tip down to a size where it would go in the tube. This was down the coast, all the good stuff is at home.
Eventually was able to gradually work the drill through starting with vice grips and finally by hand.
Final insult was that while belting the rod out I jiggered the first part of the thread on the port end of the axle tube. With the limited access, (wires, auxiliary mount etc.) it took a while to grind my way back to the good thread. however good to finally get it sorted and to learn what to do when it next jams up.
