The wire rod holders do come in 25mm and 32mm rail mounts.

Those gizmos are a very Victorian thing, you don't see that many in other states, every boat in Vic has a dozen of those around the stern

I guess it is because they aren't hauling crab pots and prawn nets over the gunwales and can afford to have fixed mounts which would otherwise snare nets etc
