information about point ohalloran

I have noticed over the last couple of days a boat going around point ohalloran/Victoria point that seems to be pulling up the domed yellow bouys checking them and in a lot of cases draping them over the bow of the ship
can any one tell me what they are doing and for what purpose
this is in the area between cuchiemudlow and the mainland that had a few boats wash up a couple of years ago in the big storms
