Judging by the size of that rail it isn't a small boat. My first thought was bungs left out but then I wondered about a possible malicious act.

There is a chance that this was just one of the many moored boats around the country that are kept afloat by their bilge pumps - until they stop. All it takes is a solar panel to stop charging, a pump to fail, or sometimes a couple of days of consistent heavy rain.
