What is the best way to wire up a charging system that keeps start batt charged and services 2 house batt. Also should an anchor winch be connected to start bank or house bank.

You need a VSR (voltage sensitive relay) that will only charge the house batteries after the start battery has reached full charge.

I would also put in a manual switch that gives you the option of connecting the house batteries up to start the motor if needed.

Run the anchor winch off the house batteries, as, you can always pull the anchor by hand if needed but cant start your motor if the start battery is flat.

Agree with everything except running the anchor winch off the house batteries.
Make it a practice to start the engine before winching. This is normal as you drive the boat up to the anchor as you winch, removing the strain on the winch, so the only tension comes when the anchor chain is vertical, the anchor is dislodged, and all the winch has to do is lift the weight of the anchor and chain.. The alternator also helps keeping the voltage up, reducing strain on the battery.
Deep cycle batteries ( House batteries) are not designed for large amp output---such as starting or winching and damage can be done to them if you use them for this purpose. Starting batteries are designed to do just this, and their life depends on them being kept fully charged.

Cav is on the money!!!

Winches burn out due to low voltages.. always have the engine running when winching.

You are asking for trouble only having 1 start battery.

To get the best voltage and load balance on the 2 house batteries connect to the positive of one battery and the negative of the other with bridge back to the other terminals (ie positive to positive and negative to negative).
