Wind speeds for boating / fishing

I'm struggling to get the wind factor right when I go fishing around Snapper Creek and Tin Can Bay. Willy's or BOM say the wind is light at 10 - 25km/hr. When I get there the water is feral and the wind seems stronger. I would like to plan a bit better. Any thoughts?

Wind against tide can change things in that area a lot of water moves around there with the bar being no to far away its been awhile since ive fished up there at the Tbar ledge and karri and snapper creeks the wind funnels a bit around that area too if i remember correctly, winter is a good time.
