25hp Yamaha tiller cable adjustment?

Hi all,

I think this got lost in the upgrade - sorry if it's a repost.

I have a 25hp 2cyl 1 carb Yamaha 25hp tiller. WOT on the handle seems to only be about 80-90% on the picture.

Looking at where the cable connects, it seems it's adjusted to stop before it rolls around to WOT.

Picture 1 below - at throttle off, note the 2 circled marks.

Picture 2 below - WOT, the little roller doesn't make it around to the second mark. Also there is still movement available at the carby.

Is this right? Should the throttle wind right around to the second mark?

Sorry for the out of focus second shot - was leaning over to twist the throttle.

I guess first thing to do is see if the throttle is fully open, regardless of any marks.
