Does the key need to be on to hand start? IF so and if you have the switch on, and manually arc out the solonoid, it should start, unless there is a safety lanyard issue. If it don't start then maybe the ignition switch is bad. Easy to test this with either a volt meter or ohm meter.
Volt meter
1 turn on battery switch.
2 one terminal on the ignition sw should show 12 v
3 turn on ignition sw,
4 the original plus a different terminal on the ignition sw should show 12 v
5 turn ignition sw to start
6 the third terminal (connected to the solenoid ) should show 12 v. AND THE MOTOR SHOULD START, if the safety lanyard is functioning properly

There is an inline fuse under the cowling for the ignition circuit,

yes key needs to be on to pull start and yes it will start when arc out on solinoid so it some thing not allowing power from key to starter
