Is there a weight limit or rule which applies to tandem trailers in QLD before the second axle needs to be braked as well?...at what stage do both axles need to be braked?...or is this not the case?

Up to 2 tons only requires one axle.
Over 2 tons requires brakes on all wheels.
They both require other stuff too.

Keep in mind its the trailers ATM that counts not what you actually have on it . If the trailer has over 2000 kg ATM you need to comply with that regardless of the actual weight you carry.
In reality a 1999 kg atm trailer will cost you $200 for cable brakes, a 2001 kg ATM will cost you around $4000 for brakes.
