According to the governments page on Live Bait, you cant use it outside their environment. However if a dam has say spangled perch in it, can I bring some from home and use it as live bait? Is the dam 'outside' its natural range?
"The use of fish and crustaceans such as spangled perch, redclaw crayfish, shrimp and yabbies as bait (dead or alive) is prohibited outside their natural environment or range. "
May well be a straight forward answer but many people say you'll get in trouble!

i think i have read on here before its ok to use it as dead bait. but im not sure it may have been the other way around

"Natural range" is wherever the species originated from. For example, red claw are abundant in the SE corner but did not originate from here so are a no no. Spangled perch are one of Australia's most widely distributed fish ranging from NT down the eastern seaboard as far as the hunter river. It is also found in parts of WA so I would say it is safe to use if you live in any of those areas.

Translocation of any species from other waterways is illegal, technically your not allowed to use any fish or invertebrate from any waterway in another waterway whether the same species is present or not.
eg crimson spot rainbowfish and ornate rainbowfish can be very different from one river to the next and if they interbreed from one river to the next you would lose pure forms. Many native aquarists make sure they dont mix fish from different river systems and name them as such - Melanotaenia duboulayi pine river, Melanotaenia duboulayi gin gin creek etc
There is also quite a few different strains of barramundi and yellowbelly with very strict guidlines from fisheries as to what broodstock hatcheries can use in their area.

so it is ok to get yabbies from a farm dam in the Murray Darling system and use in the river?

Nope. You can't move from one location to another without a licence and approval.
