On a river, lake or bay in ideal conditions, yes, though perhaps a little cramped.
IMO you would really want a 40hp if you are regularly boating with 4 adults.
Also note their is no shade on the example given.

Hey Mattttty,

We used to have a 4.29 Abalone. 4 adults was definitely workable inshore / estuary fishing but was definitely not ideal (a bit crowded).

We had a 40 on ours too, not a 30.

If you are fishing with 4 most of the time I'd think it'd be better to go bigger if you can afford it, but if you are usually fishing 2 or 3 up with the occasional 4 then it's be fine IMO.

Yeah I agree, two or three max and with a 40HP would be better assuming sheltered waters. 4 adults possible depending on size and weight of adults concerned but would be a struggle IMHO

Agree with whats being said, recently purchased 4.1 Dory with a 40hp and am glad I didn't go for 30hp. Just had my boat in the bay fully loaded with gear, 2 adults and 3 children and anything less she would have struggled, go 40 if you can but in terms of size of boat you'll be a little larger than me and I could fit 4 adults reasonably comfy.

i'd go the Quintrex Busta over the rampage due to the hull on the busta being millennium hull, just looking on boat point they are around $8300 with a 30hp,
