I have just been to an MSQ meeting and from the horses mouth - if your PFDs are stored in a cabinet and not readily visible then you should inform your passengers/crew of the location of the PFDs either in writing or orally - if in writing it must be a sign that says "Lifejackets" in red with a white background or white with a red background.

This is to conform with rules in NSW, the crew/passengers only need to know where they are stored, not how they are worn.
