Any suggestions, motor winds over won't fire, has fuel. Motor just been rebuilt
by mechanic. Was running , stopped for an hour then will not restart'

If it won't crank over look at battery, battery terminals, neutral lockout.
If it cranks but won't fire then look at safety lanyard or the user starting method.
Is it a new motor to you?

I take it the fuel is fresh
Bulb hard ?.
Were carbs stripped and overhauled ?.
Got spark?.
Compression ?. Its not inconceivable it has not grabbed a ring.
Was head replaced ?.
Could be anything
First up check that your lanyard has not been disconnected from the control box. Remove, refit and recheck for spark.
Ensure electrical connections on engine are tight.
Disconnect main loom (to control box) and crank the engine from the engine. Use a jumper lead or large screwdriver etc to bridge across the starter solenoid. Check for spark. This rules in/out loom and control box issues. A possible cause here is the key switch is shorting the ignition to ground irrespective of key position. (This is how the engine gets shut down in normal operation)
Have the engine on muffs or in tank in case it starts. To shut it down if it did actually start open the enrichener valve fully which will make the engine over rich and stall it.
It's unlikely to be a stator failure as OMC stators are pretty robust and I've never had to change one. Merc, that's a different story.
Equally as unlikely to be the trigger/timer base assembly.
Unusual for total failure of the power pack but the most likely component nonetheless.
I'd be looking at a shorted to ground ignition system as primary cause followed by complete failure of the power pack.
