Honda 40hp power trim

Mate is having trouble with power trim on his 1998 Honda 40hp 4str.
Won't got up or down.
There is power to the motor, prob needs pump, maybe.
This looks like being an expensive thing to do.
Where would be the best place to take it to see what prob is and if he does work himself where is cheapest place to buy parts.
Can someone help out.

How has he confirmed power to the motor??

Disconnect the 2 wire lead that feeds the trim motor direct and make up a temporary set of leads you can connect direct to a battery and put power direct to the motor it should go up and down by reversing the polarity of the wires. If not he needs a new trim motor.
