Issues with vertical pivot on chrysler 120hp

I have recently purchased a 14ft Starfire Pride with a 120hp chrysler outboard.
I have stripped and cleaned the lower unit and have found that the verticle pivot shaft seems to be ceased and im in hope that i can either repair it or replace it can anyone give me some clues on how to do either or are there other ideas

Don't try to pull it apart.
Don't try & free it by cranking on the steering wheel.
Disconnect the steering cable from the tiller arm to be sure it's seized in the pivot pin.
Grease gun loaded with penatrene + heat + brute force swinging the motor side to side then a good grease up when it's completely free.
