Found the answers to this by waiting on the Qld Transport phone line...and thought worthwhile posting so others can find later.
When you buy a secondhand boat in Qld you do not pay duty on the boat or trailer, but each incurs a rego transfer fee of $20.40.
also...you cant lodge the acquisition/transfer application by mail you have to attend a Qld Transport Service Centre.
