Although I have not read that particular PDF and may never, typically a hook is any series of hooks traditionally used, ie 3gangs=1 hook, 1 bait jig = 1 hook, 1 lure = 1 hook.
I would be entirely...actually even more ashamed of what is sheeple today - if what you say is correct, feel a little for the blokes up north they can only fish 1 hook in yellow, so a floater only or a bottom fish only....entirely surrounded in the crusades by Zealots.

you can still have ganged hooks, I have asked this question of the EPA and GBRMPA before.
a single hook can be defined as:
upto 6 hooks, ganged or joined by a cable (line, wire etc) that is intended to be used with one bait and catch one fish at a time.
As for lures, a single hook is defined as 1 lure, with no more than the number of hooks on the lure than it was made with, without exceeding 3 hooks per lure.
However, you still may only use one line unless trolling
I don't know if this applies to Moreton Bay as well, but when trolling:
Upto 2 lines can be used per angler with no more than 6 hooks total.
i correct myself....a gang is ok..as 1 hook

I think you can gang hooks together through each hook eye, as this counts as just one hook if you read the guide.

Does this mean that you cannot bait jig anymore? :(

Page 8 of the PDF (page no 6 in the booklet) defines what is considered 1 hook.

I'm no expert, but I think bait jigging is still ok provided you're sticking to the rules about catch limits. You're only using one line. If in doubt, cut your bait jig down to 3(or 2 in yellow zones hooks instead of 6. Having multiple hooks set up to hold one bait, e.g, keeper hook for rigging live squid, etc, is also ok as this is designed to hold one bait and catch one fish at a time. And you can have 3 lines/rigs(2 in yellow) like this one out at any time. Alternatively, you could have one line with 3 seperate hooks(2 in the yellow zone) snelled or attached on the line at various intervals, with three baits. I think they are trying to stop the guys who go out with handlines, stick a whole heap of hooks on the line at various intervals and pretend to be long liners. Gangs and lures are always considred as 1 hook.
Edit: Sorry, guys, started typing the post and got sidetracked. When I posted it I saw the picture above showing clarification.

A bait jig is counted as one hook as long as the hook sizes are between #1 and #12.
The paper guide is available from most tackle shops or by ringing up the EPA..... while you are on the phone ring the DPI and get them to send you a coppy of the new size and bag limits.
cheers
