I heard you need to upgrade to pfd 1 or something.

This will depend on where you are going boating and type of vessel. The website of the controlling organisation, eg DPI here in West Aussie, will provide the necessary information.

on a boat in Qld you are required to have PFD1's on board to fit everyone on board. That is, if you have a small child on board, you cannot use an adult size life jacket to fulfil the safety obligation, you need one that will fit them, not just slip off ovr their heads. Also in Queensland, kids under 12 (i think its 12) need to be wearing a life jacket whenever the boat is under way, including drifting, basically if your not at anchor or moored, they need to be wearing a life jacket.
