hi,
Shute harbour at night all boats except for one had no standing lights. It was a full moon and clear.
Re - read the rules and noticed there is difference between mooring and anchoring.
Any thoughts?:-/

in "real" terms there is a difference between Anchoring and Mooring, and when Moored, no lights are needed, but if anchored, then they are!

My understanding is that a mooring is a fixed/permanent anchoring point and can only be set up in designated areas, which are generally marked/signed (hence no need for lights, because reduced speed limits usually apply)
Anchoring is a temporary or non permanent set up, in which the boat can be positioned almost anywhere, hence the requirements for suitable lights.
Thats my understanding anyway.
