Is it bad form to not completly sand back the entire clear coat before re-spraying the outboard bit's again with acrylic. The clear coat is only a couple of weeks old, I decided to change colour at the last moment.

Nah should be fine, just give it a scotch brite with some ajax powder and it will gold.
It should bite in if its acrylic anyways, it doesnt set like 2pac.

i would use a minnum of 1200 w&d
to much chance of delamination with the scotchbrite method
if you do use scotchbrite, use the grey coloured one, the green is equivalant to about 400g w&d.
you will get a more uniform substrate using the w&d over hand pads

check the manufacturers recomendation for sanding grits
